[Bug 161832] dhelp sync request from Debian unstable to Hardy

Hello,

I think that dhelp should be synced from Debian unstable because it was
rewritten in Ruby. The bug that was fixed in Ubuntu's version is also
fixed in Debian's (stack smash failure, LP #123600 [1]). The
Maintainer's field should be set to Ubuntu MOTU after the sync.
