Please sync cvxopt 0.9.1-4  (universe) from Debian unstable (main).

Explanation of the Ubuntu delta and why it can be dropped:
The Change fftw3-dev to libfftw3-dev in Ubuntu is now applied in the latest Debian release.
It builds fine in Hardy pbuilder.
