[Bug 174253] sync request: bugfixes in Debian/sid

Public bug reported:

As the last gpsd upload won't hit testing before the DebianImportFreeze,
please sync it manually, as there were several bugs closed since the
last sync, which affects building packages against libgps-dev. This
probably will also require to fix the package gosmore, see Debian
#454519.

Where to sync from (e.g. 'Debian sid main', 'Debian experimental non-free'):
