Do you mean the actual application? If so then yes it comes standard
with the desktop install, you do see upgrades for it every so often
Fspot is quite good once you get using it, to add folders you need to
use the "photo" --> "import" menu, you can import a range of
pictures or a complete folder. Under the same "photo" menu you have a
"export" submenu and you can export to sites like picasa and flickr. I
use picasa and also have used the picasa app for linux which i thought
was pretty good but then your tied to one site only. I got use to Fspot
now.

What are you trying to get working with F-spot?
Finally worked it out. It wont add an Album/Gallery from the plugin,
tried everything wont work. Have to do that in Facebook. Finally got
the plugin to get added to the right bit in FB, so that when you click
log in, it goes to the right Page. Then found the Album/Gallery I
already set up, uploaded the pics. Problem is, it then asks to accept
them, which I did, but it didnt get to the Group, so I had to transfer
them from my FB page to the group. Have to work out how do I upload to
my Page now. It wont take me to the FB plugin thing to get it to allow.
Grrrr, very very complicated.
