As dell customer you would pay the rate of VAT of the county that the
product is purchased in, for the UK 15%. When dell had a factory in
ROI you didn't get charged the ROI Rate. It doesn't make any
difference where the product is actually made.
If I orderd a machine from poland, and had it shipped to the UK then I
would pay the polish VAT rate, the same as if I had gone there and
bought it in person.
