 - mandatory open standards
 - To allow for greater interoperability, openness and reuse of ICT
solutions, the Government will establish a suite of agreed and
mandatory open technical standards
- The adoption of compulsory open standards will help government to
avoid lengthy vendor lock-in, allowing the transfer of services or
suppliers without excessive transition costs, loss of data or
significant functionality.

It may be interesting to note that the above document became available
very soon following a Cabinet Office public discussion meeting hosted
by BCS in Feb. this year.
Since then a LOT has also been published.
