Perfectly possible. Indeed, a number of the main consumer providers
(TalkTalk, Plusnet etc.) have fairly aggressive throttling and traffic
shaping policies.

There are a number of ISPs who are, on the other hand, perfectly
transparent; I have particular love for AAISP.
