it is a question and answer site where you unlock features by being 
useful. It is like stack exchange and server fault and various other 
sites which are quite popular and mainstream. You have to earn 
reputation points before you are allowed do various things. Personally I 
think it is a bit odd too, but it isn't an odd Ubuntu thing.
