If you can find what your after for less than £200 I'd like to know too.  As
far as I can tell this Acer Revo 3610
<http://www.ebuyer.com/product/225754>is the cheapest pc you can buy
at £199 without building your own.

If you have a budget it mind, please specify.  If is a less than £200 then
try ebay or build your own pc.  Most new PC's come with the windows licence
fee added, you may be able to get that back if you contact the supplier
before you buy.

How much media do you have to install?

What hardware acceleration do you mean?  Are you wanting full HD output?
