[ubuntu-uk] Online user support

This afternoon, it was suggested we need to create new guidelines for the
online support of new users,
also in response to bug #537408. (
https://bugs.launchpad.net/ubuntu-community/+bug/537408)

So i created http://pad.ubuntu-uk.org/atS35AtTW5 so everyone can collaborate
on building that.
