The official download page uses GeoIP to redirect users to local country
mirrors which are registered on Launchpad at random. Some machines may
be more overloaded than others, etc.

These mirrors are listed here:

One can see which mirror they are downloading from by looking at the
"from:" field in the "Save file" window Firefox opens.
