ubuntu-bug isn't the package, it's the program name, see my previous mail :)
alan at wopr64:~$ dpkg -S ubuntu-bug
apport: /usr/share/man/man1/ubuntu-bug.1.gz
apport: /usr/bin/ubuntu-bug
So the package to file a bug against is apport, but I suspect you're
encountering bug 94130, which is already filed.

ubuntu-bug apport
Also, I just grabbed the guy who maintains apport-cli/ubuntu-bug on
irc and he was very helpful...
16:50:02 < popey> is there a way to grab the data that "ubuntu-bug
foo" captures for manual attachment to a bug, where a machine has no
net connection?
16:50:27 < popey> there is nothing in /var/crash btw
16:54:36 < pitti> popey: for a bug or a crash report?
16:54:44 < popey> a bug
16:55:13 < pitti> popey: "apport-cli packagename", and select "save
report", then move the .apport file to another computer and
doubleclick on it
16:55:21 < popey> ah awesome
16:55:27 < pitti> or say "report" and say "no" to open web brwoser,
and c&p the URL
16:55:42 < popey> thats great, thanks very much!
16:55:48 < pitti> ah, no, you couldn't upload the blob then
16:55:50 < pitti> so, first method
16:56:02 < pitti> the second is nicer for servers with network, but no
fancy browser
Isn't that great support? How many other platforms would have you able
to talk to the guy who wrote the code.
I love Ubuntu :)
Cheers,
Al.
