I'll help you by naming some packages for the specific issues you've
raised. Hope this helps.

Ubuntu Software Centre - software-center
Preferences > Network Proxy  - gnome-control-center
Login screen - gdm
Users and groups - gnome-system-tools

Not really. Changing the background is a single thing, changing the
theme changes a whole lot else.

Panel - gnome-panel
Firefox - firefox
Run Application - nautilus
