Unfortunately not. The regulations don't seem to apply to anything that 
I have ever had cause to use them on, and train tickets are no 
exception.

concluded, to provide these services on a specific date or within a 
specific period."

But the usual refund avenue, as I mentioned earlier, worked well in my 
experience.
