Have you tried restarting the laptop when the disc is in the drive?  
Sounds to me like it will boot from the disc and with any luck give you 
the option restore the original installation of Ubuntu.

Sorry I can't be much more help than that, I think a lot of people 
usually install from an Ubuntu Live CD or alternative CD which provides 
a fresh install every time.  It sounds like this restore disc you have 
received is specific to the supplier of the laptop.
