It could be, but as pointed out on The Register on an article about
this, Microsoft are making IE 8 available for OEM's and end users to
easily install. What's stopping OEM's just installing this anyway?
Maybe might help though. Shame the European Government can't force the
issue that PCs shouldn't have Windows pre-installed and that customers
should be able to purchase a Windows installation disc or other
operating system (say a restore disc tailored to the machine) separately
so they can have a choice.
