Could you make sure the dongle is disconnected, open a terminal and then 
enter the command:

tail -f /var/log/messages

Then plug the USB dongle in and copy and paste what it says.  Hopefully 
it'll give pointers on if a driver is installed.

By the way, what is the model number of the dongle?
