Yes, there is.  Normally, you move a window around by grabbing the 
title bar with the mouse, but this does not allow you to move the 
window above the top of the screen.  However, if you hold down the Alt 
key, you can grab the window anywhere and move the top of it above 
the top of the window.

This has actually been a standard since Windows 3.1 (or maybe 
earlier) but has gone out of use with large high def screens.  It is a 
lifesaver with my 7" eeepc screen, though.
