Yes, they do.

The only small problem you might have is that users are stored using
numeric ID. If you're restoring on another machine, or re-create the
users manually in a different order before restoring, the IDs might
not match.

Not a problem if it's the same machine and /etc/passwd & /etc/shadow
are backed up too.
