The only two requirements are:-

1) You need to sign up to launchpad
2) You need to join the UK Team.

If you aren't signed in you wont see your name in the top right of the
window. If you are, you will.

If you visit the above page and see a "join team" link then you're not
in the team. Simply join it and you're done.
