With regards to your Publisher files, one way of getting around it (in 
fact probably the only way you're likely to get round it) is to install 
OpenOffice.org alongside Publisher on a Windows installation, open each 
file in turn, select the whole page, copy it and paste it into a new 
OpenOffice.org Draw document.  It might loose a bit of the formatting 
and need a tweak but at last the OpenOffice.org Draw file will be 
readable under Ubuntu (and anything else that runs OOo).

If you're sharing these Publisher files with someone else, it might be 
worth getting them to move over to OpenOffice.org.  OpenOffice Draw is a 
pretty good program for doing things like what Publisher does and is 
cross platform to boot.

On the other hand, if you don't need to edit the files, install PDF 
Creator (http://sourceforge.net/projects/pdfcreator) on the Windows 
machine that has Publisher installed on it, and then open each document 
and print them to the PDF Creator printer.  The PDF Creator printer will 
then 'print' the page to a PDF file which again can be opened on Ubuntu. 
  In fact if I remember correctly, OpenOffice.org 3 will have the 
ability to open and edit PDF files.  I'm not sure how sucessful it would 
be at opening PDF files from PDF Creator, but it might be worth a try.
