AltGr+e gives e here too, however 

> Ctrl+Alt+e gives e

Try AltGr+Shift+', then keeping AltGr down but releasing shift, press e.. I 
get ě, if I dont hold shift at all I get ê.

What do you get as the first line from the locale command?
