Hi Javad,

Whilst they are not quite in your price range, Aldi at present have a pair of noise cancelling 'phones at 19.99UKP.

I bought a pair for the same reason and they work effectively at keeping extraneous noise out and other people in the same room can't hear them (subject to the volume you listen at!).
