Invariably reinstalling an app wont "fix" it on Ubuntu. There are some
exceptions, but I wouldn't hold out any hope.

As I said, a vob file _is_ an mpeg2 file. mpeg2 video is not bad in itself,
it's not got a great compression rate, but if you give it enough bandwidth
it's not bad at all. Terrestrial digital TV in the UK uses mpeg2 for video,
as do DVDs.
VOB is merely a container into which the various bits of the DVD puzzle are
put - including mpeg2 video.
