They can be, but there are two causes, the cooling fan and the harddrive.

For the engineers, the best answer is to replace both, a 70mm fits with 
a bit of trimming and a bigger hard is always handy...

For the software types, XBMC can be set to lower the fan speed (and 
hence noise), and if you're streaming from your PC/Server over a lan, 
you can also set XMBC to spin down the internal harddrive too...

Don't forget to install MythTV for maximum benefit... :)
