Actually it's more than that. It's designed for nvidia based motherboards 
and allows you to tweak settings that affect performance of the whole 
computer which you would _normally_ have to do via the BIOS.

General answer is "no" there is no equivalent for Linux, although some 
poking in /proc may achieve similar results. You're probably better off 
contacting Nvidia and asking them for a port to Linux.
