You can convert OpenOffice.org (or Microsoft Office) documents to PDF  
format within OpenOffice.org but as far as I'm aware there currently  
isn't any way of importing PDF documents into OpenOffice.org to edit.   
 From what I understand it's a feature that's going to be included in  
OpenOffice.org 3.0 (I think the beta is coming out any day now with  
the full release expected in September).

With regards to running OpenOffice.org from a pen drive, you can get a  
version for Windows that runs from a USB pen drive here (see  
http://portableapps.com for other portable apps such as Thunderbird  
and Firefox):
