I'd go for a phone/line rental/broadband deal such as TalkTalk or Pipex
Homecall.

Generally you get cheaper broadband if it's bundled in with something else
-- Sky is the cheapest of all, at £0, but you need to get her a satellite
dish to qualify for the ADSL... changing phone supplier is probably easier
(unless, of course, she already has Sky).
