I think you're blowing it up out of proportion. It's a mistake. You _could_ 
file a bug against the Ubuntu website and get it fixed of course.

It covers the OS and all apps in the main repo as far as I am aware.

As I said, I think you're better off mailing canonical directly rather than 
wildly speculating here.
