sudo /etc/init.d/apache2 restart
or
sudo /etc/init.d/apache2 start

depending on the state of your machine.  The start-up script should/will 
create a new /var/run/apache2.pid

Restart will error non-fatally if the pid is missing, but should 
continue and (re)start apache for you.
