It's not, but if you're a glutton for punishment, you could get it
from here for him:

http://packages.ubuntu.com/feisty/net/ndisgtk

transfer it across to his computer on CD/USB or whatever, but you
might also have to check the dependencies for it are installed on his
machine, and the dependencies for the dependencies, and perhaps
transfer those across too.... :-S
