Could it be your firewall/gateway? i used to get no more than 10kb/s
through my smoothwall box until i port forwarded TCP ports 6881-6889 and
UDP ports 6881-6889 to the pc i was using for bittorrent, now for
example yesterday i got about 450kb/s.
maybe worth having a look at that..
