If you want to translate Ubuntu into Bemba, I'd recommend simply going to https://translations.launchpad.net/ubuntu/natty/+lang/bem and starting from there. The list is ordered by priority (most important applications at the top), and roughly the first two pages contain the applications installed by default in Ubuntu. I'd recommend starting with some of the Ubuntu-specific applications, so that you can get started easily and you can see the results straight away. You can then continue with all the indicator-* templates below the Unity ones. As you're translating more, you'll find other templates fo which the ones above are dependant, and then you can take it from there. Other translators on the list might have other suggestions as well.
