UIFe request for ubuntu-desktop-installer

As I'm sure everyone is aware, we have a totally new desktop installer for
23.04.  During recent testing we have found that the experience for devices
with bitlocker enabled Windows drives was a bit problematic.  This is a
high risk area and we want to be certain we do everything we can to keep
users from doing something catastrophic while installing Ubuntu in parallel
to Windows.  We are requesting a freeze exception to give the UX team time
to provide a suitable experience.  There will need to be a couple of
screens changed in the partitioning section of the installer in order to
accomplish this.  We don't have a firm timeline, as we want to ensure we
have adequate UX testing and automated end to end testing done in the
certification lab before we land this, but will do our best to get it all
landed before the end of next week.
