UI freeze exception request - new default wallpaper in 15.10

It is always extremely late that any new wallpaper shows up,
and we always end up scrambling to get new screen shots.

To my way of thinking, this kind of stuff should be at the beginning of
the cycle and not the end.

Once the new stuff is in the daily build, I'll do any new master required screen shots.
(I do not do language specific screenshots.)
If is just the wall paper, and no icon changes then, 1 new screenshot might be
good enough.

I actually don't have a 15.10 Desktop yet, I'll try to get one going as a VM in the
next day or two.
