New phone template: unity-scopes-shell

Hi Translators,

Here's a heads up of a new template, with just 1 string, so it should be
easy to complete :)

It's used for the settings of child scopes that are part of an aggregated
scope. You can see it in action here [1], and I've added it to the list of
templates for the phone [2] (it will appear the next time the page is
updated)
