RFC: Trusty langpack updates schedule

Hi all!

I have proposed a fixed schedule for testing and updating the Trusty
langpacks:

The Precise langpack release schedule has served as a model, but I
propose that the number of update cycles are reduced from six to four.

Any comments are welcome, but please hurry, since we start tomorrow if
it gets approved. ;)
