Interim upload of ubuntu-docs

Hello Ubuntu translators!

The ubuntu-docs package has just been uploaded to the Ubuntu archive. In
consultation with David Planella it was done in such a way that PO files
reflecting the current state of the desktop guide are (or will soon be)
available in Rosetta.

We are not done yet with preparing the desktop guide - more changes will
be made before DocumentationStringFreeze on March 20. It means that if
you translate new strings now, there is a risk that you will need to
redo or modify the translations of some strings.

However, since 14.04 is a LTS, and the desktop guide makes up a
considerable amount of translatable text, we want to give you the option
to start the translation of new strings before DocumentationStringFreeze.
