Adding new language-pack to Ubuntu

That's precisely it. Actual translations.

I was informed a few weeks ago that a 5% limit is applied, i.e. language
packs are generated for languages with > 5% coverage. I don't know
exactly myself how those 5% is calculated, and I'd like to find out, so
I might come back with some clarifications.
