Ubuntu Doc ready for translation

I think the problem is the two different translations, ubuntu-docs and
ubuntu-help, are not linked together properly. Ubuntu-help saucy is shared
with Ubuntu-docs raring. I'm trying to figure it out.
Meanwhile, I think
https://translations.launchpad.net/ubuntu-docs/saucy/+translations
can be used.

Sorry for this inconvenience it seems one of the new committers accidently
added the raring translation templates into ubuntu-docs which is why it is
showing as translated already even though its clearly not.
I will try to sort this out tomorrow first thing and get back to you.
