Is there already a procedure documented for LanguagePackUpdates
somewhere? Only thing I found is this

to be more general. If not, I think we should create documentation for
this to have a clear step-by-step plan to follow when releasing updates.

We should also determine the work required for LanguagePackUpdates and
maybe consider releasing less (or none?) updates for non-LTS releases in
favor of investing more time in correcting bugs and updating
translations for LTS releases.

Or we could provide LanguagePackUpdates for non-LTS releases in the
Translators PPA without testing every update right away.

I think, David wrote somewhere that they are exported bi-weekly but have
to be tested and approved manually to be released to "the general
public". The testing procedure is defined in the wiki
(https://wiki.ubuntu.com/Translations/LanguagePackUpdatesQA).
