Keyboards and locales

It does, many thanks - so if I read 
http://cgit.freedesktop.org/xkeyboard-config/plain/symbols/gb right, 
there seem to be a number of possible keyboards for gd, most of which 
are modelled on en-GB variants of en-US. Are they selected in a top-down 
way i.e. the one at the top is default?
