Well, It looks like here is no team to manage Ubuntu translations to Berber.
To set one up, please get in touch with Ubuntu Translations Coordinators.
Since there is nobody to manage translation approvals into this language,
you cannot add new suggestions and upload translations.
If you are interested in making translations to Berber, please contact
Ubuntu Translations Coordinators.
But before contacting the Ubuntu Translations Coordinators I strongly
recommend you to read this information first:

I am an administrator of "Berber" team in LaunchPad. I have participated in
translation of many Ubuntu applications (like shutter, OpenShot, ...) but I
don't know why I don't have permission to uplaod my translated files of
Ubuntu Core( like Unity, ...).
Another question is about the availability of translated apps in Ubuntu
versions (some apps has been translated since Ubuntu 12.04 release but still
not be available in Ubuntu 12.10).
Here is links for some translated apps:
PS: Berber is the a language speaked in the North of Africa (Morocco,
Algeria, Tunisia, Libya, Egypt, Mauritania, Mali, Spain las palmas
islands), the language of the land.

My name is Victor Ibragimov, a professional translator and coordinator for
many projects like KDE, Gnome, Fedora, openSuse, Mandriva, PC-BSD,
LibreOffice and many others.
I would like to announce that the Tajik Ubuntu Localization team was
assigned to manage Tajik translation for Ubuntu, and I am a
coordinator/translator of this team
to help with Tajik translation on both Launchpad and Upstreams.
