Hi,
David Wonderly (Darkwing) promised in IRC [1] that translations will be
released with 12.10 and so did Johnathan Riddell.
So you have to wait and trust that they will keep the promise [2].

P.S. The current docs after the nuking of translations by the formatting
changes right before 12.04 are not worth to translate, imho. Plasma has
changed significantly, it refers to unsupported non-KDE applications
(Kino) instead of native (Kdenlive), Muon is undocumented (at all, despite
the promises), development section is a mess.
