UI freeze exception request for ubuntu-sso-login

I wanted to make sure both the translators and docs lists were aware of
a UI change we need to make after the Precise UI freeze in the Ubuntu
SSO login so that the padding and window size are correct. There are no
text changes required but this will make (small) changes to the layout
that may impact how the text displays. Further details can be found at:
