Suggest Universe packages to be translatable in Launchpad

Hello Sergey!

I am posting a copy of this message also to Ubuntu-translators mailing
list, so others will read the answer too.

Translations for selected universe packages are going to be included
in and delivered by language packs. This means translation updates can
be shipped independent of program updates (as is the case now for main
packages with a couple of notable exceptions).
New language packs are updated several times during the development
cycle and as a stable release update, so newest translations will be
always available to Ubuntu users.

I hope this anwsers your question.
