Hi Daniel,
It is possible to add it if you've got a translation team that wants to
take ownership and maintain the translation of the language.
Here's how to create a new translation team:

However, I'd recommend you to have a chat with the main German
translation team to see if the percentage of differences are worth the
duplication of the translation effort. You can find them at:
