Firefox is not localized in 10.10 Beta

I checked the Beta today on my VirtualBox.

After I did the "Partial Upgrade" from Update Manager and installed the
Language Support then relogin, my firefox was still in English.

The Languages tab of Add-ons said that "Firefox (zh-TW)" is enabled. (I'm
using Traditional Chinese)

Do other languages have the same problem?
