Deadline for translations on live-cd

It landed one day after the deadline. But that does not even matter, as
the deadline is not for maintainers, but rather it's the last day
translators can submit translations, otherwise their translations will
not be used. Maintainers should have already landed the fixes affecting
the UI on User Interface Freze a few weeks ago, otherwise this leaves no
time for translators to do their work.

As reflected on the schedule [1]:

User Interface Freeze (August 26th) -> UI frozen, translators work start

DocumentationStringFreeze (Sept 9th) -> Docs frozen, transl. work start

NonLangPackTranslationDeadline (Sept 16th) -> Deadline for submitting
translations, developers fetch the translations.

Yes, this is a satisfactory solution, but in the next cycle, I would
really like to ask developers to stick to the schedule, otherwise lots
and lots of people are affected by such issues.
