Announcing the language pack translation deadline

Hi translators,

After discussion with the release team, and in order to leave enough
time for translations to be exported from Launchpad and the language
packs generated, I'd like to announce the exact time at which
translations are due. This will be on:

      * Thursday, the 22nd of April, 20:00 UTC

Nothing new here, it's the same date as we all know, only that we've
defined the time for the reasons above and to let translators know until
when exactly their translations will be included in the final release.

P.S. As it seemed to be unclear how the deadlines work, I also updated
the https://wiki.ubuntu.com/NonLanguagePackTranslationDeadline page. I
hope it explains it better now. If not, please let me know and we'll
work out how to improve the page.
